Prof. B.S Waghmare is one of the notable intellectuals of the Policy Change Initiative advisory group. He is also the Senior Member of Editorial Board at Governance and Policy Critique (GAP) – the publication wing of The Change Foundation. Prof. B S Waghmare was awarded his PhD. on the thesis “Scheduled Castes in Politics of Maharashtra” from Marathwada University, Aurangabad in 1990. He has an MPhil. Degree (1983) from Jawaharlal Nehru University, New Delhi on the topic “Democratic Decentralization in Maharashtra State”. He completed his masters from Marathwada University, Aurangabad in 1977.

He has a rich experience in teaching and research activities.  His notable area of expertise and research experience includes public policy, reservation, discrimination, gender empowerment and political inequality. He has been relentlessly involved in teaching from a very early age. Before JNU he has been teaching Political Science at the Department of Political Science Dr Babasaheb Ambedkar Marathwada University, Aurangabad. He is currently teaching in the position of Professor at a Centre for the study of Law and Governance, Jawaharlal Nehru University.

He has published quite a number of research papers in peer-reviewed international journal and a host of quality books which are referred for course in higher education both nationally and internationally.
